The Ministry’s General Secretariat announced today that the government will present a total of 12 legislative urgencies this week to projects currently being processed within the Congress.

Within the initiatives which will receive urgency is the new Immigration Act. The project was presented in year 2013 during the first government of Sebastián Piñera.

If you are not in Chile and need to apply for a visa to enter to Chile as a tourist or as a temporary resident, you must do it online through the website of Consular Procedures Online of the Ministry of Foreign Affairs of Chile.

Once there, click on the flags to switch the language. Then click on «Visa» in order to start with your application. 

1) Details of trip

In this window you must complete:

1) Country of residence.

2) Consulate of Chile where you will submit your application: it must be the closest Chilean Consulate to your current residence,  because you will have to concur in person to stamp your visa and in some cases present yourself for an interview prior to the decision on your application. You can find the complete list of Chilean Consulates overseas: Chile abroad.

3) Date of Birth.

4) Passport number.

5) Type of Passport (Ordinary, Official, Diplomatic, etc).

6) Expiry date of passport: It must be valid for at least 6 months from the date of your departure from Chile. 

7) Passport issuing country.

8) Nationality as shown on your passport.

9) Type of passport: Tourist (if you need it according to your nationality), student’s resident visa (dependent or holder), resident visa subject to contract (dependent or holder), temporary resident visa (dependent or holder).

10) Period of stay in Chile (days): After you choose the type of visa, you will see what the maximum period of stay in Chile is according to the type of visa including its price. 

11) Expected date of arrival in Chile.

12) E-mail.

Click «Continue».

2) Applicant’s Identification

A code will be generated (verification code – in red) which you will be able to use to complete your application, in case you don’t have all the documents at hand in the moment, and also to check the status of your application periodically after it has been sent.  

Here you must complete: 

1) Names(s) as shown on the passport.

2) Surname(s) as shown on the passport.

3) Other Name (if any).

4) Gender.

5) Country of birth.

6) City of birth.

7) Nationality of origin.

Click «Save and Continue».

3) Contact and Family

Information to complete:

1) Home Address.

2) Country of residence (at the moment of the application).

3) City of residence (at the moment of the application).

4) Contact Phone.

5) Marital Status: You will also have to add your spouse’s name and surname in case of being married.

6) Number of Children.

7) Father’s name(s), surname(s) and nationality.

8) Mother’s name(s), surname(s) and nationality.

Click «Save and Continue».

4) General Description

In this window you must complete:

1) Skin color.

2) Hair color.

3) Eyes color.

4) Height: in centimeters.

5) Education Level.

6) Profession.

7) Contact in Chile: Click «Add» and a window will pop up, in which you will have to complete: Relationship Type, Relationship, Names, Surname, Nationality and Country of residence of your contact in Chile as well as a phone number. 

Click «Attach» and then click «Save and Continue».

5) Activity in Chile

Here you must specify:

1) Activity in Chile.

2) Name of employer/educational institution or place of activity in Chile.

3) Address of employer/educactional institution or place of activity in Chile. 

4) City of employer/educational institution or place of activity in Chile.

5) Visited countries: If any, you must click on «+Add» and add them.

Click in «Add» and then click  «Save and Continue».

6) Attached Documents

Lastly, you will have to attach the documents required according to the type of visa you are applying for.

1) Photograph: The picture must be in .jpg, .gif, or .png format, and be at least 90 (wide) by 120 (tall) pixels with a maximum size of 100 kb. It cannot be the same picture as in the passport, you must take a recent one (Photograph standards.).

2) Documents: They must be in PDF format and in separate files (you cannot paste all the documents in just one file and submit it). 

Click «Save and Continue» in order to confirm and then send your application. 

What comes next

After your application has been sent, you will be contacted by the Chilean Consulate by e-mail or phone if they require more information about you or your application, if they require you to concur for an interview, and in order to stamp your visa once it has been approved.

You will be able to check the status of your application, daily, on the same website just by using the your verification code and passport number.

The owners of cats and dogs must present one of the following authorized official sanitary documents, according to the case:

1. Zoosanitary Export Certificate issued in Chile: valid for 21 días from its issuance until the date of the pet’s re-entry to Chile. 

2. Foreign Official Zoosanitary Certificate: valid for 10 days from its issuance until the date of the entry to Chile (extended in the language of origin and also in Spanish). 

3. Pet passport (European Union): its validity is defined by the particular veterinary clinical examination. 

It’s important to note that documents issued overseas, both the certificate and the passport, are valid only if they contain the necessary requirements and must be presented together with the pet (cat or dog) in the border control of entry to Chile.

The requirements that the above-mentioned documents must describe are those contemplated in the Resolution No. 6.056/2009:

A) Protection against rabies: it may be through one of the following two ways:

1. Anti-rabies vaccine administered between 30 days and 12 months prior to entering Chile.

2. Measurement of the neutralizing antibodies against the rabies virus, with a minimum result of 0.5 U.I./ml, carried out within 12 months prior to entering the country.

B) Internal deworming: indicating active principle and date of application, not superior to 30 days prior to entering Chile.

C) External deworming: indicating active principle and date of application, not superior to 30 days prior to entering Chile.

D) Clinical examination by a private vet: indicating that the animal is free of contagious (transmittable) and parasitic diseases, which must have been carried out at least 10 days prior to the entry to Chile. 

This information must be contained and duly accredited in the Official Zoosanitary Certificate or Pet Passport of the European Union. 

Dogs and cats of under two months 

Dogs and cats of under 60 days that do not register to have been administrated with rabies vaccination in their Zoosanitary Certificate or Pet Passport, will be able to enter to Chile only if they register in these documents the valuation of neutralizing antibodies against the rabies virus, with a minimum result of 0.5 U.I./ml carried out within 12 months prior to entering the country.

Entry of dogs and cats by air

The form of transfer of the pet, such as accompanied baggage and cargo, must be previously verified with the airline. In the latter case, you must carry out a procedure that involves the payment of the fees associated with warehousing, SAG inspection and customs tariff. 

Request this information directly from the airline, customs agency or SAG’s regional office (SAG: Agricultural and Livestock Service – «Servicio Agrícola y Ganadero»).

RUN (“Rol Único Nacional”)

It is the unique and unrepeatable identification number that every Chilean has, whether residing in Chile or not, as well as every foreigner remaining temporary or definitely in Chile (25.XXX.XXX – X).

The organism in Chile in charge of granting the RUN (shown in the “cédula de identidad”) is the Civil Registry and Identification Service (“Servicio de Registro Civil e Identificación”).

Identity Card

The Identity Card (“cédula de identidad”) is the document that contains your Rol Único Nacional, full name, nationality, sex, date of birth, document number, date of issue, expiry date, signature, profession and type of visa in case of being a foreigner. It must be renewed every 5 to 10 years depending on the age of the holder in case of being Chilean, every 5 years in case of being a foreigner with Permanent Residency in Chile and every 1 or 2 years in case of being a foreigner with a temporary visa.

RUT (“Rol Único Tributario”)

All natural and legal persons, in addition to entities or groups without legal personality, but susceptible to being subject to taxes, who because of their activity or condition may cause taxes in Chile, must be registered at the Rol Único Tributario. The organism in charge of making, maintaining and updating this registry is the Servicio de Impuestos Internos.

RUT’s registration for foreigners

All foreigners without domicile nor residence in Chile wanting to make any kind of investment within the country must be previously registered at the Rol ÚnicoTributario. In order to do so, they will have to present their passport, identity card from the country of origin (if Chile has an agreement that doesn’t require the passport), or Chilean identity card (if already obtained) and fill the RUT’s registration form (Form N° 4415).

Foreigners with domicile and residence in Chile must also complete the registration process at the Rol Único Tributario and Initiation of Activities when applicable.

What the Servicio de Impuestos Internos considers as “investments” are, among others: the purchase of shares and real estate, acquisition of goods (vehicles) or rights that require special formalities and their registration in public records.

The physical RUT contains the name or company name in case of being a legal entity, the RUT number and date of issue.

When RUN and RUT numbers match

The RUN and RUT numbers will be the same only in the case of natural persons, whether they are Chile nationals or foreigners.

Carné, carnet…

The word “carné” is used in Spain to refer to “the document issued in favor of a person, contaning his/her photograph and which allows its holder to carry out certain activities or proves being a member of a certain group” (RAE – Dictionary of the Spanish Royal Academy), and which has its origin in the French word “carnet” (“notebook”).

Both words are used also in Chile (former Spanish colony) in order to refer to the identity card (cédula de identidad) or driver’s license (licencia de conducir).

All foreigners applying for a visa in Chile, will have to show how are they going to maintain themselves comfortably while in the country, both while the visa is being processed and when it has been granted.

To do so, foreigners have the following alternatives:

1. Apply for a work permit while the visa is being processed (“Permiso de trabajo con visa en trámite”)

Foreigners can apply for this permit checking the option in the same application form that needs to be filled to apply for the visa. However, the work permit is only available for those applying for a temporary visa or subject to contract visa as the holder (“titular”) and not as dependent (dependents are not allowed to work).

The work permit has a cost equivalent to the 50% of the price of a subject to contract visa (“visa sujeta a contrato”) according to the nationality of the applicant and it will be valid while the visa is being processed.

When this work permit is obtained the applicant will no longer need to prove the reception of income from any other source.

2. Affidavit of expenses (“Declaración jurada de expensas”)

This document can be obtained at any Notary Public. It can be drafted by someone else but it will have to get notarized before sending or presenting it.

This document proves that a person is taking responsibility for the maintainence costs of another person.

It is generally utilized by the holders of a visa in respect to their family group, or by Chileans who have foreign familiars to whom they promise to maintain financially in Chile.

This document must be supported by any of the following documents:

1. Money exchange receipt with the name of the supporter.
2. Cash withdrawal receipts (the cash withdrawals must have been made periodically).
3. Photocopies of credit cards and receipts from withdrawals made with them.
4. Certificate issued by the enterprise in which the supporter is currently working indicating the wage perceived or the last payslips.
5. If the supporter has a business of his own, a copy of the last Tax Return or a copy of the last 4 VAT (“IVA”) payments.
6. If the supporter perceives income from the delivery of services, a copy of the last Tax Return or the last 6 receipts for professional fees (“boletas de honorarios”).

3. Other alternatives

If the applicant cannot show evidence of funds by any of the above-mentioned ways, there are some other alternatives left:

1. Demonstrate the possesion of bank deposits.
2. Demonstrate to receive income periodically from overseas from rents or pensions.
3. Demonstrate to be the holder of shares.
4. Demonstrate the possesion of assets that report income.

Any of the above-mentioned ways to show proof of funds may be complementary.
